Reason:
The IMS RECON data set is in use by another user of the system, and the user, through USERMODC in the INSTALL library, has specified that they do NOT want to wait for the enqueue to complete successfully. No action necessary for this error.
Action:
Resubmit the job when the IMS RECON data set is free.
