Reason:
This message is the same as message 3645 except this is for restoring from a non-EXCP archived PDS to a preallocated PDSE.
If the archived PDS is not an empty data set then at least one of the following message numbers should also be found in the report: 2132, 2138, or 3646 to 3650. See these messages for further detail.
