Reason:
During RESTORE processing of a multivolume VSAM data set, volume (vvv), data set (ddd), was needed but cannot be allocated. This message can occur if one of the volumes from which the original data set was archived no longer exists, or is offline and the mount request cannot be satisfied.
Action:
Make sure that all needed volumes are available for the restore, or preallocate the data set before restoration.
