DS1LSTAR FIELD IN FORMAT-1 DSCB FALSELY INDICATES MORE TRACKS USED THAN ALLOCATED! DATA SET CANNOT BE MODIFIED (OR EXTENDED).

Reason:

The format-1 DSCB's DS1LSTAR field contains a relative track value for the last record written which exceeds the total number of allocated tracks for the data set. Because the next track to extend the data set from is determined by DS1LSTAR, the data set cannot be processed.
