Reason:
The maximum number of records specified in the FILEDEFN member of your PARMLIB data set is too large for the physical block size being used for the Files Data Set.
Action:
Reduce the capacity value of (nnn) within the FILEDEFN member before attempting to format the Files Data Set again.
