Reason:
The user has specified the SCRATCH parameter on the billing accumulate command and it is no longer supported. Processing continues but the specification of this parameter has no effect.
The scratch parameter was once used to indicate how data sets that were scratched and recreated during a billing cycle were handled. The current version has no need for this sysparm because the code has been changed to handle them in a proper way in all cases. Data sets that are scratched and recreated during a billing cycle are only charged for the actual time they existed on DASD.
