Symptom:
When a rename occurs between horizontal partition DSAs, this is performed via an ADD (target DSA) and a REMOVE (current DSA).
This error is produced when the ADD operation was successful but the REMOVE was rejected, which causes the entire rename to fail.
Solution:
Check the logs for the target DSA to see why the REMOVE operation of the renamed entry was rejected.
