Reason:
The user and password specified on the -USR transaction is not known to Datadictionary or does not have the appropriate authorization.
Action:
Request the person responsible for the site Datadictionary security to establish the user and password, or specify a valid user and resubmit. Also, check with the person responsible for Datadictionary security to ascertain that the user ID has the appropriate batch authorization.
