Reason:
The URT for the active CA Datacom Datadictionary is not open.
Action:
Enter the command OFF. Next, clear the screen and enter the commands DBOC CLOSE=n and DBOC OPEN=n, where n is the database ID of the active CA Datacom Datadictionary. If these actions are successful, sign on to DDOL again and continue.
