Reason:
Virtual Library System (VLS) file initiation was unsuccessful. The file cannot be accessed by the operating system, the TP monitor, or VLS. The library name replaces @1 when the message is displayed.
Action:
Check the CICS JCL. Ensure that the library named in the message (either the DDNAME of the VLS work file, or the DDNAME of the CA Datacom Datadictionary online VLS panel library) points at a data set which can be accessed by the system. Try to run a VLS batch job against the data set. Printing a VLS index of the data set would prove that the data set is accessible and might provide information CA Support can use in resolving more complicated problems.
