Reason:
A terminal session did 64 VLS file initiations against the library named in the message without an intervening RELEASE. This should only occur in an extremely rare set of circumstances. The library name replaces @1 when the message is displayed.
Action:
Use the OFFON command to reset the INIT counter and continue your session. If this problem occurs frequently, contact CA Support. For information about contacting CA Support, see Troubleshooting.
