The CA Datacom/DB Directory
(CXX) was not released to the task which was trying to access the Directory because the Directory was held under exclusive control by another task. This could be caused by an uncontrolled abend in another region, or by two jobs concurrently opening or closing a User Requirements Table.

Determine whether or not two jobs (two utilities, two Multi-User Facility's, or one of each) are concurrently opening or closing a User Requirements Table. If the answer is yes, rerun the failed job. If the answer is no, execute the DBUTLTY RESET AREA=CXX to reset the Directory, then resubmit the job.
