A replicated or partitioned database cannot be opened because a user
is attempting to open it in Single
User mode. Replicated and
partitioned databases can only be opened through the Multi-User
Facility.

Specify YES for the User Requirements Table MULTUSE= parameter. See the chapter on defining the user environment in the CA Datacom/DB Database and System Administration Guide for more information.
