Reason:
Near position nnnn, the Accounting Facility encountered a logical expression in which a string type element (type C or type N) was being compared to a literal having a length of zero. In other words: either a pair of single quotes or a pair of double quotes appeared without an intervening literal.
Action:
Revise the logical expression to specify the literal string or hexadecimal literal with which the element is to be compared.
