Windows Activation Service or Net.TCP Listener Adapter Service Have Not Started

Problem

One or both of the following services have not started:

• Windows Activation Service
• Net.tcp Listener Adapter Service

Description

The CCS returns the following error:

E4C86 Unexpected exception from the Classification Service: "Could not connect to net.tcp://localhost/CADLPCCS/WgnCCS.svc/Classify/. The connection attempt lasted for a time span of 00:00:02.0311850. TCP error 
code 10061: No connection could be made because the target machine actively refused it 127.0.0.1:808. 

Resolution

Use the Server Manager to start these services.
