The Engine cannot start up the Agent daemon. Check that the seagent executable is located in the right place, usually ACInstallDir/bin/seagent. If this file exists in the correct location, report the problem to your vendor's technical staff. In the message text, ddd is the error number that CA ControlMinder received from the operating system when trying to execute seagent.
