CA-ENF DIAG(AP) only valid with TRACE in CSA

Reason:

ENF DIAG(AP) command was issued but trace table is not in CSA.

Action:

Change ENFPARM TRACE so that it is in the following format:

TRACE(nnn,CSA)

Then, recycle ENF and issue ENF DIAG(AP) command again.
