Reason:
While processing an External Action, or 'emlib load' command the Event Manager could load the requested library <lib>. The most common reason for this message to appear is that the system cannot find the file specified. <lib> is misspelled or cannot be located using system PATH.
Action:
Correct the spelling, put library in the product 'bin' directory, or add a directory where library is located to system PATH.
