Reason:
You may not have passed user name but security authority in the Webservice Login method. Username must be of the form : <securityauthority>://<SecurityProvider>/username
For more details, see the Web Services Reference.
Action:
Pass username along with security authority. If problem persists, contact CA Technical Support.
