The Microsoft Enhanced Cryptographic Service Provider [RSAENH CSP] is FIPS‑140 certified on various Windows operating environments. This link also details how to enable the local security policy to use FIPS-compliant cryptography. You must configure the local security policy (System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing) for ENC to be FIPS-compliant.
