Reason:

An errorcode of -213 indicates that the SSH encryption libraries failed to load. If the desktop was started from a user without administrative privileges, this likely indicates the user does not have READ privilege for the HKEY_LOCAL_MACHINE\ SOFTWARE\Microsoft\Windows NT\CurrentVersion\Perflib registry key.
Action:
To assign READ privileges to a user, run the 'apAddRegRead' program.
