Reason:
An unsuccessful attempt was made to bring CA Allocate down. Either it was not running, or another Catalog Management interface (hook) was installed on the system since CA Allocate was brought up.
Action:
If the latter is true, remove the Catalog Management interfaces in REVERSE order from how they were installed.
