Reason:
CA Allocate was attempting to free virtual storage occupied by an old quota table and failed. This error condition is not likely to occur, but if it does, it happens during either a QSYNC or QREBUILD operation. This virtual storage is unavailable for reuse by another task or job until the next IPL.
