Reason:
This is a status message indicating that CA Allocate is not currently controlling allocations. The message is issued when the STATUS option is specified for the Started Task and the INSTALL option has not previously been specified.
Action:
None. This is an informational message. Any RESIDENT=YES request, explicit or implied through PLSRES (Y), will be ignored after this condition occurs.
