arcotafm EMAIL does not Honor Locale Set via jspStrings_fr.properties

Symptom:

The arctoafm EMAIL does not honor locale set via jspStrings_fr.properties (Email sent in English). Though the AFM pages was honoring local language, but email was send in English.

Solution:

This issue is now resolved.
