Value passed by Authentication Shim to SiteMinder Policy Server is not RFC Compliant

Symptom:

The value passed by Authentication Shim to the SiteMinder Policy Server to set the value of SMUSRMSG cookie was not RFC compliant.

Solution:

This issue is now resolved.
