Backup seem to pause for a while

Symptom:

When CA ARCserve Backup tries to copy an open file, the agent holds the request until it has established that the file is in a good state for backup. Because of the Write Inactivity period, this can take a few seconds. The backup continues automatically once the file or group is synchronized or when the File/Group Sync Timeout has expired.
