Reason
During link validation, a site ACI (Access Control Interface) exit denied access to the requested link. This can also occur for the OPERATOR userid when IPLing the system with NOAUTO if OPERATOR is not in the VMXAOPTS FORECID list, which is the recommended implementation (OPERATOR should not normally be in the FORECID list). (This is the CA ACF2 for z/VM equivalent of IBM message 298E.)
