account change output

If --csv is not specified, the output of the command is a table with the following columns:

• Account - Account name
• Start # Grids - Number of grids at the beginning of the period
• End # Grids - Number of grids at the end of the period
• Start # Servers - Total number of servers at the beginning of the period
• End # Servers - Total number of servers at the end of the period

If --csv is specified, the output of this command is a comma-separated list of the above output with a heading record.
