Reason:
OSI=NO can be specified only on the initial request PARM(INIT,SVC=xxx,OSI=NO) to L0C6INIT. This allows CA 1 to be only batch active or inactive. OSI=NO does not allow CA 1 to track tape processing and should not be used. After the initial PARM (INIT) request, run TMSINIT specifying Batch Activation to remove the OSI from the operating system.
