Failed to bind TLI connection, [error desc]

Reason:

An attempt to associate the communication protocol address with the connection endpoint failed. This indicates either a system error or the specified file handle does not refer to a valid transport endpoint (see the error desc).

Action:

Verify that you have the latest SPXS.NLM, TLI.NLM, STREAMS.NLM and TCPIP.NLM.
