Cannot update a vault criteria descriptor (VCD) record. (EC = error code)

Reason:
Failed to update a vault criteria descriptor (VCD) record. If you use an incorrect VCD table or the MMO status is locked, the MMO Database does not allow you to update a vault criteria descriptor (VCD) record.
Action:
- Use the command line utility ("ca_mmo -reset") to unlock the MMO status.
- Check the error code.
