Reason:
This exception occurred when TransferMonitored was processing and getting the file disposal details from the XCOM_GATEWAY_FILE_DISPOSAL table, because the XCOM_GATEWAY_FILE table does not have data or is being accessed by another process.
Action:
Review the log file and trace file. Fix the problem or check if any transfer or file details in these tables are pending or causing this error.
