Reason:
This exception occurred when database connectivity is lost or any parameter passed to the SQL query for getting the list of policy is not valid. It can also be due to some SQL Exception such as missing parenthesis in any String value passed, column name is not valid.
Action:
Refer to the log, and provide the correct parameter to get the policy list. Verify that the database is up and running.
