CA NSM Fails to Receive Traps on Windows

Symptom:

After a few days of receiving traps from CA Virtual Assurance, the NSM Event Console stops displaying traps in the Event Console Log. The issue is in the Windows SNMP Trap Service. WinSNMP applications stop responding when you run third-party security scanning software program on a Windows Server 2003-based computer.
