The action specified (ACCEPT, REJECT, or WAIT) applies to all CP commands governed by the Rules Facility.
User ID * must have a CPACTION record specified. This defines the default action taken for the general user population. If the action is REJECT, ACCEPT records for specific user IDs are required.
A CPACTION record can have only one user ID or group name on it, and there can be no more than 64 CPACTION records.
