The user ID that runs this utility needs BACKUP authorization in the AUTHORIZ CONFIG file, and must have access to both the VMXBKP02 EXEC on the deployed administration minidisk (usually the VMSECURE 176) minidisk, and the public minidisk where the VMSECURE MODULE resides.
