Reason:

During initialization, CA VM:Secure could not find the VMSECURE MESSAGES file on an accessed minidisk. This file contains CA VM:Secure system messages and is required for CA VM:Secure to run. CA VM:Secure initialization fails.

Action:

Your CA VM:Secure system administrator must put a copy of the VMSECURE MESSAGES file on an accessed CA VM:Secure minidisk, then start CA VM:Secure again.
