Your VMXRPI CONFIG file contains more than 64 CPACTION records that specify a userid other than *. The VMXCPG EXEC terminates without configuring your CP text files for rules support.
Action:
Conform to the 64‑userid limit for CPACTION records. Run the VMXCPG EXEC again.
