Reason:
The TAG command was issued with the REVOKE operand to remove a TAG definition from the system. However, at least one user ID has a value set for that tag name. The tag name cannot be revoked while it is currently in use.
Action:
Use the TAG command with the DELETE operand to remove the use of the tag name by the named user ID, and then re-issue the TAG REVOKE command.
