Reason:
You have started CA VM:Secure with the TEST option, a feature that is no longer supported. The PRODUCT CONFIG file contains an ACCESS RULE record, which would ordinarily cause CA VM:Secure to initialize the Rules Facility. However, CA VM:Secure assumes that you are testing, and that you do not want to enforce any rules in the rules database. Initialization continues without the Rules Facility. CA VM:Secure does not issue an IUCV CONNECT to the *RPI system service.
