Reason:
The CA VM:Secure service virtual machine had insufficient dynamic storage to complete initialization of the rules structure. Initialization fails and control is returned to CMS with return code 88.
Action:
Increase the CA VM:Secure service virtual machine storage size and start CA VM:Secure again.
