Data in the NoAccessURL Is Not Being Encoded (82810)

Symptom:

When the SAML Affiliate Agent redirects the browser to the NoAccessURL, the entire URL content, including query parameters, was not properly encoded.

Solution:

Data is now being properly encoded.
