Consumer as a SAML Requester Cannot Retrieve Multi-valued Attributes (80490)

Symptom:

When an Identity Provider acting as an Attribute Authority sends a multi-valued attribute, the Service Provide cannot retrieve the value in a local attribute so the transaction does not execute successfully, logging an error in the smtrace logs "Failed to resolve the variable 'variable-name."

Solution:

The Service Provider can now successfully retrieve multi-valued attributes from the SAML2.0 attribute authority.
