Symptom:

SAML 2.0 and WS-Federation authentication schemes were not using the configured SkewTime value to correctly correctly verify timestamps in SAML assertions.

Solution:

The SAML 2.0 and WS-Federation authentication schemes now properly verify timestamps in SAML assertions.
