CRL Is Not Checked for Every Transaction as Configured (65541)

Symptom:

If the DBUpdateFreqencyMinutes value in the smkeydatabase.properties file is set to a non-zero value, such as 10, the Certificate Revocation List (CRL) is not read for every transaction.

Solution:

The CRL is now checked for every transaction.
