You can configure the Policy Server's default user store search behavior during authentication by adding the following new registry key and setting its value to one: ReturnOnDisabledUser. When this registry key is set to one, the Policy Server stops searching user stores associated with the policy domain when it first finds the user disabled in a user store. Without this registry setting, the Policy Server searches for the user in all user stores associated with the policy domain.
