Policy Server Incorrectly BULKFETCHES from Secondary Policy Store (90891)

Symptom:

If a Policy Server was configured to failover to a secondary policy store, the Policy Server performed the BULKFETCH incorrectly. When the Policy Server started, it performed the BULKFETCH from the secondary policy store, instead of the primary policy store. This behavior occurred even though the primary policy store was available.

Solution:

This is no longer an issue.
