No SiteMinder processes need to be running on the machine where you build custom applications using the Java APIs. Further, no SiteMinder software other than the SDK needs to be installed on the machine where you run custom applications built with the Java APIs.
However, the Policy Server is required for running the applications. The application runtime files can either be local or remote to the Policy Server.
