As part of normal z/OS SWAP processing, WTORs are issued by DDR that request operator permission to proceed with a SWAP. Until these WTORs are responded to, DDR holds resources that prevent new jobs from entering z/OS allocation. CA MIA extends this z/OS serialization across all systems in the complex. For this reason, outstanding SWAP WTORs should be responded to as soon as they are detected to prevent delays in allocation.
